Every skill follows the same progression of skill, ranging from basic to legendary status. The levels are basic, superior, elite, and legendary. These levels determine one's ability within each skill and will determine how effectively a character can use each skill.

Basic: The lowest level of practical use in a skill. At this level the skill of the character has only grasped the basics, characters with this level in a skill have yet to reach the potential of the skill.
Superior: The second lowest level of practical use in a skill. This is considered to be the combat ready. This level of skills is host to a broad range of abilities within the individual skill and is gained when a character has become practiced with the skill.
Elite: The second highest level of a skill. This level is considered mastery of a skill and the highest that most people will ever reach. This level of skill is considered enough to call yourself a 'specialist' or a 'master' of the skill.
Legendary: The highest level of a skill possible. This level of skill is above the possible range of most people.  Due to the strain physically and mentally of maintaining and gaining a skill of this level as only one skill can be at this level and only two other stats can be acquired. Meaning a total of three(3) stats, if one is legendary.

  • Reaching basic from no skill requires 1 Skill Point Total
  • Reaching superior from basic requires 2 Skill Points Total
  • Reaching elite from superior requires 4 Skill Points Total
  • Reaching legendary from elite requires 8 Skill Points Total

The starting amount of points given to each rank vary to prevent a genin starting with an edge over a jounin, however, as Naruto was genin rank upon his return after training with Jiraiya there is no limit to how many skill points can be gained per rank.

The beginning skill points for each rank are as followed:

  • Genin: 4 Skill Points
  • Chuunin: 8 Skill Points
  • Jounin: 12 Skill Points
  • Specs (Sannin and Special Leaders): 14 Skill Points
  • Kage: 16 Skill Points
Note that not having a clan/KKG adds 2 skill points to your character's start.

Cut was born on an island in the New World, specifically speaking, in Imzaco Vemper. The island was a big desert where the heat was scorching in the mornings and freezing cold at night. Cut lived with his parents, who were physicians of the navy. Like any other child, Cut played and made all those small things we did; the child did not have an unhappy childhood, on the contrary, he had enjoyed as a child. His father began to teach his craft at the age of seven, basic things like bandaging or plants that were used to relieve pain. However the boy was never interested in it, so just paid attention to what his father taught. When it grew, at the age of ten, he began to be interested in the art of metallurgy. The blacksmith of the island, a man of about forty, accepted him as a disciple and taught him how to work with different metals and as shaping. Everything was normal, it was the blacksmith to work while her parents did their work from the island, or in any case, traveled to the Marine of the New World. One day, upon returning home, she found a letter on his bedside table. - Hello Cut, when you read this we may be dead. We want to say we've been very happy raising you and I hope we consider good parents. If you do not have anything we wanted was to protect you, if they knew what you have come to get you at any time. I will begin by explain everything from the beginning, now we're dead they will not follow. Your mother and I, strangely enough, in reality we are not doctors Navy as we told everyone ... including you. Actually we are archaeologists with native parents Ohara, the former island of knowledge. Your grandparents taught us both read Phoneglyps, pieces of stone that had recorded the lost history. What we have come to find it is staggering: eight hundred years ago there was a huge kingdom from which the world government was formed. We do not know how or why it was formed, what we do know is that whatever the government does not want us to know anything. For years we follow, we could hide here but we finally located. We had to make a deal with them: our life for yours. Now that you know the truth, I hope you choose well your way my son. Be smart, just as you were during your lifetime. -. Your parents Cut he was stunned, holding the letter in his hands and thousands of memories of their parents. I do not know what to do or what to believe. What he did know was that it should investigate that. I will not speak of pain or tears, it was normal mourn such a loss, so I'll spare you that part. Time continued, the boy grew with a fixed thought meet goals; at age 17, he decided it was time to go to sea and begin collecting information. Things, one way or another, ended well and his favor: he got to know several people trained militarily and accepted to help. It was formed in its ranks and in three years I knew enough to beat the best of their fighters. Now, at 25, is still gathering information to what had been proposed.
